Home Confinement An Alternative to Incarceration Essay

Home Confinement: An Alternative to Incarceration West Virginia state prisons have a maximum capacity of 2,154 inmates; currently they house 2,363 inmates, and more remain in City and County lockups to manage the overflow (West Virginia Blue Book). Home Confinement solves this problem. Reduction of the prison population should be reason enough to institute home confinement, but other reasons do exist. Would you like lower taxes? Home confinement costs much less than incarceration. Do you favor less crime? For certain types of criminals, home confinement has a better rehabilitation rate. Home confinement also differs from incarceration by the fact that it allows the confined person to contribute to society. For all of these†¦show more content†¦They are allowed to go to work and participate in other selected activities, but their location is known at all times. The device will also alert authorities if it is tampered with; so you cannot simply remove it (Internet). The idea of electronic monitors to track the location of pri soners first arose in the 1960s when Dr. Ralph Schwitzgebel researched, developed, and tested a device capable of doing so. These devices constantly transmit over the telephone or over radio waves (McCarthy 137). Once the prisoner completes his sentence, the device is removed. This seems to be a good idea - it allows someone to be punished but it does not put a halt to their life in general or contribute to the overpopulation of a prison. Aside from controlling prison populations, another reason for home confinement is certainly cost efficiency. An experiment in Kenton County Kentucky, examined 39 prisoners sentenced to home confinement with electronic monitoring devices for a total of 1,172 days. 1,172 days in jail cost Kenton County $44,512, and the same period of home confinement cost $27,068. A Kenton County judge expressed no shock when viewing these figures: Any time you can save a bed-day in jail, you have done something positive for the criminal justice system (Ball 81). In today s society teenagers are striving to become as perfect as they can be when it comes to their physical appearance.It is more clear to see what the â€Å"perfect† body is supposed to look like, we see it every where, on billboards, T.V, and in magazines. What none of us really realize is what it’s doing to the minds of teens. Having the three fifths compromise was a good idea when it was introduced in 1787 because it targeted slavery. Slavery was a big issue early in the American history. Freedom was an important issue to the people who had founded the country but still slavery was legal. Many did not consider slaves to be a citizens some southerners wanted the congressional representation so it would allow slaves to be counted as citizens. There for the Three-Fifths Compromise was introduced for the North and South. During this time it was essential that the economy would remain strong or else things could start to fall apart. Which would then cause the country to lose everything that it has already gained. If the north manage to get slavery abolished it could of very well lead to the failure of the United States. The debate was all about political power many of the northerners objected to the idea of counting slaves for the representation for the nation. All the Southerners insisted that the allocation of representation in Congress had to take slaves into consideration. Most Northern delegates acquiesced on this point because they were afraid that otherwise, the Southern states would not support the new Constitution.By partially counting slaves for representation, the South gained a huge bonus in the House of Representatives even though these states considered their slaves to be property they had no political voice and no legal rights. The value to the South of the three-fifths clause became clear in the seven decades after the Constitution was written. Southerners were able to block federal legislation hostile to slavery and get the House to pass numerous laws that protected slavery.

Applying to Go to Graduate School for a Different Major Many students find that their career would benefit from additional studies that differ from their bachelors degrees. They may learn that their interests lie in a different field than their major or that their current field has grown and new avenues for study have emerged since their earlier years in academia. Demonstrate Your Capabilities While your graduate options are not limited by your college major, you still, however, have to work hard to demonstrate that youre a good candidate for graduate programs in your newly chosen field. Admittance to graduate school is all about how well you match the program. If you can demonstrate that you have the experiences and competencies to succeed, that may help your chances of getting accepted. Focus on the skills and life experiences that led you to switch your studies. Seek Related Experience Most graduate programs in biology will not accept a student without undergraduate science coursework. This is true of most areas of graduate study. To demonstrate competence you might consider engaging in internships or additional coursework. If, for example, your bachelors degree is in psychology and you wish to apply to a masters program in biology, take some science courses can demonstrate that you have a solid science background. Check your local community college or look into online courses. Take the Subject GRE If youre switching fields of study, its in your best interest to take the Subject GRE, even though its likely not required. A solid score on this exam illustrates your mastery of the subject matter, which can show your ability to succeed in the new field. Get Certified While a certificate is not the same as a graduate degree, many programs are rigorous and can be a great precursor to your next degree. Use Your Admissions Essay to Demonstrate Your Fit Your graduate school admissions essay is your opportunity to speak to the graduate committee. A divisive Democratic primary between Carter and challenger Ted Kennedy (Dem, MA.) left the campaign in disarray. According to Hamilton Jordan, Carter's chief political advisor, the Democratic outlook was "...not enhanced or strengthened by the contest, but damaged severely" (qtd. in Biven). Yet, against this backdrop of failure and frustration, even darker clouds had gathered. By July 1980, Carter's approval rating had dropped to 21%, lower than Richard Nixon's at the time of his resignation. This dramatic drop was precipitated by two key events. America's runaway inflation and the Iran hostage ordeal had taken a heavy toll on America's confidence in the Carter presidency. There is an old political saying that says Americans vote with their pocketbooks. This was certainly true in the 1980 reelection bid of Jimmy Carter. Rampant inflation had severely reduced wage earners purchasing power throughout the Carter years. Carter opposed Gerald Ford in the presidential race of 1976 during one of our history's greatest economic slumps. During the campaign Carter had criticized Ford for his inability to deal with inflation and unemployment. When Carter was inaugurated in 1977, the country was beginning to show some signs of improvement. However, after four years of Carter's administration inflation had risen from 4.8% in 1976 to 12% at the time of the 1980 election (Huckshorn). Inflation, the public's measure of the economy, was rooted in Carter's inability to deal with major economic issues. Carter, had a long-term vision for energy policy, but was ineffective at dealing with America's immediate need for oil during his short term as President. OPEC's tight control of the oil market had boosted prices and in the period from 1978 to1979 oil prices nearly doubled (Williams). Not coincidentally the national deficit was also rising at record rates. America's debt resulted in further erosion of the dollar on the international market. These economic forces conspired to send inflation to a lofty 20% in January and February of 1980 (Biven). However, this is just one way of looking at gun use and ownership. If guns could be used for combating crimes and criminals, it could also be used to the proliferation of criminal acts. Many evil minded people would utilize firearms in order to compel people to do as they desire—including unlawful acts. The mere presence of a gun is sufficient to threaten an individual and to put one’s life in danger. Any wrong move in using a loaded gun might be the end for another’s life. It is due to this reason that the ownership, possession and use thereof are strictly regulated by the state. For anti-gun control advocates, they feel the need for less strict regulations on gun control and ownership. They are advocating that the laws be relaxed and for the law makers that gun ownership is essential in fighting criminals and crimes. It serves as the ordinary man’s protection against abusive individuals. In this day and age, there so many crimes that are being committed and a great number of criminals causing chaos to society, thus, the need for greater protection against them. Such advocates also invoke that it is their constitutional to own guns. However, in a case decided last June 2008 by the United States Supreme Court, it was upheld that reasonable efforts under of controlling the proliferation of firearms on the hands of private individuals is allowed. The law enforcers and makers however should be guided that there should be no outright ban on handguns (Newsbatch, 2008). This ruling of the Supreme Court would indicate that ownership of guns is not only limited to the military but it also extends to ordinary individuals so long as there is proper regulation. Indeed there is nothing wrong in the ownership and possession of guns as long as there is proper regulation thereof of the enactment and recognition of gun control laws. Blackstone, a former US District Court Judge also shares the view that the public should not be prohibited of their right to bear arms. They should be accorded this right especially in a country where there is a vast militia power. The bearing of firearms is the security of the people against abuse and their mode of defending themselves. However, this should be done in moderation and should be properly regulated (Guncite, 2007). In opposition to the claim that the ownership and possession of guns help deter criminality in the country, this cannot hold to be always true. As previously indicates, the use of guns may work positively or negatively. Instead of stopping crimes, it could even be the means of committing thereof. According to the article of Deborah White (n. d. ), the United States has the highest number of private people owning guns. There are about 80 million Americans of 50 percent of the total homes which own 223 million of guns. Attached with this figure is the fact that more than 30, 000 men and women in the United States die each year due to gun shoot wounds, this is the highest homicide rate from guns around the world. Moreover, it should be noted that among the 30, 000 deaths indicated above, only 1, 500 of which are caused by accidental killings. This is a very alarming figure since it would imply that the high percentage gun ownership and gun shot related incidents have a positive relation. The more guns there are in the streets, the greater is the number of people dying with a bullet on their bodies. Policy Almanac (n. d. ) also reported that there has been a 173 percent increase from 1985 to 1993 and 126 percent from 1993 to 1999 in the number of homicides which are annually committed with the use of a firearm by persons who are between the ages 14 to 24. The figures should serve as a wake up call for law enforcers and remind them the need to properly regulate the ownership of guns and the use thereof. There should be more restrictive laws to be imposed by the state. Stricter measures could lead to lesser crime rate as well as crime related incidents. In order the address the issue on gun control, several laws were enacted federally and locally or by state. On the federal level, the first major mandate was enacted in 1934. Based on this initiative, the sale of machine guns and other fully automatic firearms will be regulated. Four years after such legislation, another law was passed requiring gun sellers to have a license. In addition, the law also prohibits the sale of guns to those who have been convicted of violent crimes. The next law which addressed the issue on gun ownership was passed in 1968. This law is the Gun Control Act of 1968. Based on the said law, imported guns are to be regulated and gun-licensing requirements will be increased. The list of people who should not own and should not be sold with firearms was extended to individuals who have been convicted with any form of non-business related crime, those who are incompetent mentally d those who have been using illegal drugs. After the said legislation, another federal law was again passed in 1986. Such mandate indicated mandatory penalties on the use of a gun to commit federal felonies. Included in the said law is the prohibition on the use of bullets which have the capacity to penetrate bulletproof apparel. Manufacture and importation of semi-automatic assault weapons were also banned in 1990 (Newsbatch, 2008). After the said law was promulgated by the Congress, another federal gun regulation was passed in 1994, the Brady Bill. The said bill is considered as the most comprehensive federal effort on gun control. Through this law, a five day waiting period is necessary before purchasers can have their guns. Such period would give the law enforcement agencies to investigate the background of the purchaser. However, this law did not last as it was declared by the Supreme Court to be an infringement on state’s rights. The law was re-drafted and provided that the conducting of background investigation will be accomplished through a national computer system. The provision on the five day waiting period was also removed. In terms of the state or local laws, there has been variance in the enactment of the laws. However, the common provisions include Child Access Prevention law or the prohibition on leaving a loaded weapon which could be easily accessed by a minor. Another is the concealed weapon law or the need to obtain a license which would allow one to carry a concealed weapon. Others include the following: regulation of private sale to minors, regulating all secondary market sales, ban on assault weapons and the one hand gun a month laws, among others. Despite these seemingly comprehensive laws, there is a need to impose stricter measures in order to regulate the ownership, use and possession of guns. Although it is recognized that there is a need for guns in the society, the continued sale thereof to private individuals and the growing number of people who own such should be carefully studied. Guns are very dangerous. It carries with it an authority which no other object could possess. The mere presence thereof is already a cause for alarm. People who have such may use it to protect themselves or to threaten other people. Given the extraordinary authority accorded to firearms, people who are not properly oriented with the use thereof may abuse such authority. Thus, there is a need to regulate the use, possession and ownership thereof to have proper guidance and to eliminate the bad effects thereof to the society. The authority that comes with any firearm carries with it the responsibility to utilize it only to purposes to which it was intended and not to create abuse. Despite the high funding that come from anti-gun control laws, politicians should comply with their basic responsibility to uphold the common good in the society. They should not be easily swayed by the sources of their funds during the last elections.

At first, McMurphy’s rebellion against authority is just a selfish attempt to make his life on the ward more comfortable. But later on he realizes that the other patients rely on him and need him to help them be free. This is seen in the book when Cheswich drowns himself after McMurphy starts to give in to the nurse. The debate about termination of pregnancies has been raging for a long time and it has been pitting the pro abortionists who believe that abortion is permissible under certain circumstances and the anti abortionists who believe that abortion is not permissible under any circumstance. From a logical perspective, the pro abortionists seem to be sensible because there are certain situations where abortion must be carried out. There are some situations where abortion is moral and ethical meaning that it is permissible.One of the situations where abortion is permissible is when abortion is permissible is when the life of the mother is in danger. When the life of the mother is in danger, do you save the mother or the child?. This situation can be supported by the ethical theory of utilitarianism. This theory states that any act is ethical and moral if it is done to benefit the larger percentage of the society and an act is unethical if it is done to the detriment of a larger percentage of the society.It this theory is brought into the issue of pregnancy it is easy to understand why termination of pregnancy is permissible in case the life of the mother is at risk. The question that one needs to ask is; who between the child and the mother is more beneficial to the society? The mother could be a woman who has some other children who need to be taken care of. The mother could be a breadwinner in her family. This mother could be a public servant and her demise would affect the services she used to render to the nation. The mother is a relative and a friend to many people and her demise would affect them emotionally.However, this child does not have as much value to the society as the mother meaning that the life of the child is not as important as that of the mother (Sedgh 2007). Therefore , saving the life of the mother, from a utilitarian point of view is more beneficial to the society more than saving the life of the child. Saving the life of the child while letting t he mother to die is not ethical because this will present a problem for the child who will have to grow without motherly care and love while the society will place an extra burden to the society which will have to bring up a child in the absence of the mother.Therefore, in case the life of the mother is threatened by a pregnancy, then termination of such a pregnancy is permissible and supported by the ethical theory of utilitarianism. Another instance under which abortion is permissible is when a woman becomes pregnant after an incident of rape. Though pregnancies arising from rape are rare it is important to note that some pregnancies occur after incidences of rape. Why is pregnancy that arises after an incidence of rape permissible? To start with, rape is a tragic act that violates the body of a woman and also affects her mental health a great deal.Psychiatrist s argue that the mental health of the woman can be safeguarded if a pregnancy arising from such tragic acts such as rape is terminated. From a legal point of view, it is argued that rape is an act of violation, a grave injustice meaning that it is unjust to force such a woman to carry a pregnancy arising from rape to viability. The pregnancy will keep reminding the woman of the violence committed against her and this would last for nine months of the pregnancy and whenever she sees the child.This would make the woman live with a lot of mental anguish. From a utilitarian perspective, it is quite ethical and moral to terminate this pregnancy because the mental health of the woman is of a higher value than the life of the fetus. From a humanitarian perspective, the fetus is also considered an aggressor against the integrity and the personal life of the woman and it is defensible and permissible to terminate the pregnancy as a way of defending the personal and human values of the woman because these values are robbed of her by the violent act of rape.Those opposed to abortion argue that termination of a p regnancy arising after an incident of rape is not permissible because that pregnancy can avoided according to these anti abortion activists, conception does not occur immediately after sexual intercourse meaning that pregnancy can be avoided in all instances of rape especially if the victim receives medical treatment immediately after the attack to remove the male semen from the uterus to ensure that fertilization does not take place.However these people fail to realize that rape is a traumatizing act that destabilizes the mental state of a victim meaning that making decisions such as visiting a medical center for immediate treatment may not be easy for the victims. It is good to avoid the pregnancy by seeking instant medical help but in case the pregnancy occurs then it is very permissible to terminate it to safeguard the mental health of the mother.There are other anti abortionists who argue that the unborn children resulting from rape have the right to live because they are as in nocent as the mother. They claim that the rapist is the aggressor and not the unborn, but it is important to note that the child will always remind the woman of the violent action during the entire pregnancy and even after the birth of the child. The mother may not be able to give utmost love and care to the child because the child is unwanted and brings traumatic memories to the mother.This means that relieving the mental suffering of the mother is more important than the right to live of the fetus meaning that is ethically permissible to terminate a pregnancy arising from an incident of rape (Finer, 2000). The third instance where termination of a pregnancy is permissible is a situation where a woman gets pregnant as a result of incest. However, this situation depends with the nature of incest because if the woman willingly participates in an incestuous intercourse, then termination of such a pregnancy is not permissible.However, if the woman was forced by the second party to part icipate in an incestuous intercourse against her will, then a pregnancy arising out of such a situation can be terminated without moral and ethical questions being raised. This is because there are very few differences between a forced incestuous intercourse and rape. Both of them violate the dignity and the mental stability of the woman and a child arising out of such an intercourse is usually an aggressor towards the woman.The child will forever be a reminder to the woman of that degrading incident that violated her dignity and self worth and this will affect the mental health of the woman for a long time. Just like in rape where the pregnancy is terminated to safeguard the mental health of the woman, a pregnancy arising out of a forced incestuous intercourse can be terminated because the mental health of the woman is more important than the value of life of an unborn fetus, who in the first place is an unwanted child who will never get enough motherly love, care and attention fro m the mother.The fourth circumstance may appear controversial but a deeper look into the argument will expose the logic. According to some pro abortionists, women can be forced to carry a pregnancy to viability just because it is unethical to terminate that pregnancy but the question that arises is; is that woman ready to bring up the child. The woman may have engaged in a sexual activity with a man after mutual consent but gets pregnant accidentally, meaning that she wasn’t ready for the pregnancy.This kind of a pregnancy is called an unwanted pregnancy. In most cases, when women give birth after carrying an unwanted pregnancy to viability, they are never able to give their children the relevant motherly love, care and attention and they usually neglect these children meaning that they are never able to enjoy quality life. Some of these women especially in the third world countries throw the children away after birth or when they are very young and these children usually bec ome street children.The big question that arises is; which is more ethical between giving birth to an unwanted child then let the child to suffer for their entire life or terminating an unwanted pregnancy before the fetus becomes a human being. The later seems to be more ethical because it prevents the lifetime suffering of an innocent child. This means that if a woman feels that she cannot really take care of the child she is carrying despite her being responsible for its conception, then the termination of such a pregnancy is morally and ethically permissible.Moreover, women have an ethical claim to their body meaning that thy have bodily autonomy which should be regarded as integral to the conception of an ethical and free society that embraces democracy. This autonomy is an ethical necessity meaning that no one should force a woman under any circumstance to carry a pregnancy to viability (Bankole,1998). There are some cases where women are forced to terminate pregnancies because of their careers. Is this termination of pregnancy defensible and permissible?When a woman really knows that she cannot be a good mother and abort the child they are carrying, they are making the most ethical decision ever because it would be quite unethical to give birth to a child one cannot care for. This means that in such a situation, abortion is permissible. Some of the instances described above may appear controversial especially to those who approach the debate with a closed mind. Vegetables are a very important part of our diet. Vegetables are an excellent source for fiber, vitamins A and C, potassium, calcium, and iron. Researchers have discovered that having a good diet of fruits and vegetables can lower blood pressure, reduces the risk of heart disease, stroke and possibly some types of cancers. It can also lower your risk of eye problems and digestive problems. Vegetables are eaten in a variety of ways such as main meals or for snacks. The nutritional content in vegetables can vary considerably. Most vegetables do not contain protein or fat. The dried beans, peas, and lentils are a good source of complex carbohydrates and can have high protein content. Sometimes these types of vegetables can be used to some extent as a meat substitute. Potatoes and corn are very starchy vegetables. These types of vegetables turn into sugar. Vegetables have a variety of colors. They can range from dark green to a beautiful orange color. The dark green vegetables are usually the leafy vegetables, and squash, pumpkin, and sweet potatoes are examples of the orange family. Some vegetables have a red/blue coloring such as eggplant and red cabbage. Many articles today have different ideas on the amount or servings of vegetables a person should eat per day. The amounts can range from two (2) up to nine (9) servings per day. The majority of nutrition specialists suggest 2-1/2 cups per day. Potatoes do not count in your servings per day! The best bet for servings are the dark leafy greens, tomatoes, and anything that is yellow, orange, or red color. According to the National Cancer Institute, not enough fruits and vegetables are produced or imported to supply all of the people in the United States for a healthy diet of five servings per person per day. Another problem affecting vegetable growth is bugs and insects. Scientific studies have been conducted that support the claim that insects attack plants that do not receive the proper balance of nutrients. The number of documented outbreaks of human infections associated with raw vegetables and unpasteurized fruit juices has increased in recent years. Most of the outbreaks were identified primarily as Salmonella. Tomatoes, seed sprouts, cantaloupe, apple juice and orange juice are the most recent vegetables to be linked to the Salmonella bacteria. The E. coli infection has been found in lettuce, sprouts, and apple juice. It is very hard to determine the source of contamination for the bacteria for vegetables. Unlike beef and chicken that are thoroughly inspected, methods for fresh produce are not as advanced. The contamination could occur at any point throughout the production process. Some of the potential sources of contamination include soil, feces, irrigation water, dust, insects, and human handling. Recently the Center for Disease Control has had a nationwide recall on alfalfa sprouts with the Salmonella bacteria and for romaine lettuce containing the E. coli bacteria. In conclusion, people have been consuming meats and vegetables since the beginning of time. I am sure many people died back in the beginning of time from the diseases and bacteria we have discovered today. We must consume meats and vegetables to survive. Humans cannot live on water alone. If individuals today will use common knowledge on preparing meats and vegetables, a lot of issues such as the contamination and bacteria would not exist. All in all the meats and vegetables today are safe and nutritious. If consumed in the right amounts, we will have a healthy, long, enjoyable life.

Understanding The Castles Of Illinois Cultural Studies Essay Hundreds of students enter the doors of Old Main everyday on their mission of succeeding in their college mathematics classes. Typically, these students call this building the castle. One of Eastern Illinois Universitys trademarks has become the silhouette of the Livingston C. Lord administration building, or the castle Old Main. Many students, and even professors, take this castle for granted. The intricate details and history behind this historical architectural building is overseen. Old Main, is one of five Illinois state colleges to house a building with all five having similar architecture. This architectural style derived from the former Illinois Governor John Altgeld who desired to make the state colleges of Illinois unique and refined. There are many rumors as to how the five Illinois state colleges compare to each other with their castle buildings. These rumors, or stories, try to explain the connection between the five castle buildings from the Illinois state schools. One rumor revolves around the fact that all five castles can be put together to create one large castle. Although some believe that the hallways and corridors may be aligned in such a way that they fit perfectly together, there is no proof of such architectural planning. Another rumor is that the buildings came from a large castle; that these pieces were cut and send to each university where they now lay. This rumor has since been proven wrong. All five of the Illinois castles have an architectural structure that is influenced by Altgeld. However, not all of the castles were built by the same groups of architects. John Peter Altgeld was the 20th governor of the U.S. state of Illinois from 1893 until 1897 (Wikipedia). On top of being an Illinois governor, Altgeld had a large influence on Illinois architecture. John Altgeld believed that the typical public buildings did not look visually pleasing. He referred to their appearance as a relation to warehouses or shops (Frisbie, 6). In order to fix this appearance, Altgeld proposed new buildings with a Tudor-Gothic architectural style. The Tudor Gothic architectural style is a very intricate and detailed design. Battlements, towers, turrets, pointed arches, and label molds all are characteristics of the various Gothic revival styles (The Architecture of Easterns Old Main, 24). Using a naturalistic view, the buildings design revolves around nature. Looking closely at the details of the outside walls, one can see designs of leaves, flowers, and natural shapes carved into the walls and pillars. Another typical feature of this style is the tower. The tower is the section of the building which overlooks the other parts of the structure. It is typically two to three levels higher than the top floor. With the Tudor style, the doors and window are more narrow and smaller. Arches are also a major part of the gothic style. These arches are typically pointed and placed at main points of interest. Focusing on all of these aspects, we can note the distinct design in the five Illinois castles. Looking closely at these colleges c astles, we should see the natural design on the architecture as well as the great arches and towers. Out of the five Illinois state schools, two of the castles are not named after Governor Altgeld. At Eastern Illinois University, they named their Altgeld inspired building after their first president Livingston C. Lord. At Illinois State University, their Altgeld inspired building was once known as Altgelds Folly, but is now known as Cook Hall (Wikipedia). The other three state schools include Altgelds name within their buildings name. These schools include Southern Illinois University at Carbondale, University of Illinois at Urbana-Champaign, and Northern Illinois University at DeKalb. Each school has a different story and different mathematics behind them. We are going to focus mainly on Eastern Illinois Universitys building Old Main. However, we will cover the basic history behind each of the other four state schools buildings. Old Main was the first building to be build for Eastern Illinois University. Therefore, before the construction of Old Main there was a lot of action that led to its distinct architecture. Before Eastern Illinois University was even built, there was a large competition between where the new state school would be located. Governor John Peter Altgeld helped create this new state school by signing the act of the Illinois General Assembly which appropriated $50,000 for the establishment of Eastern Illinois State Normal School (The Architecture of Easterns Old Main, 7). The contest to become the seat of the new normal school began with Mattoon, Paris, Danville, Shelbyville, Effingham, Kansas, Tuscola, Charleston, and more (The Architecture of Easterns Old Main, 8). A normal school is meant to train teachers how to perform the correct process of teaching. Not too long after Eastern Illinois State Normal School became a normal school, the schools name changed to Eastern Illinois State Colle ge in 1947. Then in 1957, the school changed its name for the final time to Eastern Illinois University (The Architecture of Easterns Old Main, 20). This is the name it has been ever since. Eastern Illinois University was built in Charleston for one main reason. Charleston offered a great deal to the university if the campus was build within two miles of the Coles County courthouse. Then the city donated 40 acres of land, $35,000 to $45,000 dollars to the school, city water, 4 fire hydrants, and supply the school with water for fifty years at five dollars a year (The Architecture of Easterns Old Main, 9). Any person would conclude that this was a great deal. The city also offered other amenities to help in the construction process. On September 7, 1895, Charleston was officially accepted as the site for Eastern Illinois State Normal School (The Architecture of Easterns Old Main, 9). The forty acres resided on the site known as Bishop Woods and the plans for their first building began. These plans took a few years to develop. Altgeld did not approve of the first plan for the new building, because it did not resemble the Tudor-Gothic architecture. Then in the spring of 18 96, the plan for the first building was approved and lined out by the Chicago firm of Angus and Gindele (The Architecture of Easterns Old Main, 11). Altgeld is known to have an influence on Old Main by requesting the architects that specialize in the Tudor-Gothic style. The first stone of the brick and limestone edifice was laid on April 11, 1896 (The Architecture of Easterns Old Main, 11). Figure 1 (EIU)- from Wikipedia The final decision on Old Mains structure is not on record. When Angus and Gindele brought the final architectural plan to the site, they noted that there were changes that need to be made with the porch, main tower, and walls ( The Architecture of Easterns Old Main, 31). Within the drawings, there was a more detailed roofline which is not seen on the building. At this time, the project acquired a new architect, Charles Ward Rapp of Chicago (The Architecture of Easterns Old Main, 31). Charles had previously designed Altgeld Hall for Southern Illinois Normal University. The final, and current, building Old Main can be seen in figure 1. There is disagreement that Altgeld had a role in designing Old Main, but he definitely had an influence on the buildings style. He was the one to suggest the style, approve the layout, and approve the structure that would remain on the forty acres. In Altgelds second biennial message to the Illinois legislature he stated, After an examination of the subject I became satisfied that the most inexpensive, as well as the most impressive architectural style of buildings that are to stand alone in a grove, or in a field, is what has been called the Tudor-Gothic styleà ¢Ã¢â€š ¬Ã‚ ¦ This style has consequently been adopted in most buildings that have been erected in the last two years, and is found to be very effective (The Architecture of Easterns Old Main, 12). This speech led to believe that Altgeld not only found an inexpensive way to create buildings with state schools, but to also have these buildings be visually beautiful. Old Main, is now described as a three-story, normal style, building of brick and limestone construction (Winkleblack, 23). It houses the department of admissions as well as the mathematics and computer science courses. Figure 2 from history of EIUs Old Main webpage Tudor-Gothic architectural style can be seen in both Old Main, Pemberton Hall, and Booth Library located on the Eastern Illinois University campus. This type of architectural style was used with the early to mid 1900s. Within Old Main one can note the large ceilings, arches, tall door frames, and naturalistic details. As seen in figure 2, Old Mains original design was very intricate. Currently, the first, the second, and the third floors are open to students for mathematics classes and administrative purposes. However, around 1920 the fifth floor of Old Mains tower was used as storage for library books and part of a hallway for a reading room (Booth Library, 6). Currently the tower is closed off to the students and public. Altgelds influence not only affected Eastern Illinois Universitys Old Main architecture, but he also influenced more state schools buildings. A total of five Illinois state schools host a building with the Tudor-Gothic architecture influenced by John Altgeld. Each school has their own story of how their part of the Altgelds castle came to be. The current five Illinois castles are said to all resemble the Tudor-Gothic architectural style and are all fireproofed in order to preserve their structure. Many of these castles have already been renovated to keep them from deteriorating. Figure 3 (SIU) from Wikipedia Just before Eastern Illinois Universitys Old Main was build, Southern Illinois University was planning on recreating their first building with Altgelds Tudor-Gothic architectural style. When Southern Illinois University first opened as a state school, their first building was dedicated on the opening day of July 1, 1874 (Lentz, 18). Their first buildings architecture resembled the Romaic-Gothic style. Its length from north to south was 215 feet and projecting to the front and rear was 109 feet with the side wings (Lentz, 18). This building was burnt down in a fire during the year of 1883. However, this buildings foundation was used to rebuild the facility with Altgelds inspired castle structure. In 1895, the rebuilding campaign went forward with the cordial support of the Altgeld Administration (Lentz, 56). This new building, which can be seen in figure 3, formerly entitled Altgeld Hall is now used primarily for the science courses at Southern Illinois University. This buildings formal name of Altgeld Hall, is said to describe the style of buildings constructed during the Altgeld period. Since then, this building has gone under two renovations to help preserve its structure and artistic style. Figure 4 (NIU) from Wikipedia The construction of Northern Illinois University first began in 1895. Governor John Altgeld signed the legislation which jump started the creation of Northern Illinois University. To commemorate this gesture, the first building build on the Northern Illinois University campus was entitled Altgeld Hall but was informally known as the Castle on the Hill (Wikipedia). Altgeld Hall can be seen in figure 4. The construction of this first building took just over four Figure 4 (NIU) from Wikipediayears to complete. Again, since Governor Altgeld wanted all of the state schools to be unified with the Tudor-Gothic architecture, this building was built with this style in mind. This first building was the main component of Northern Illinois University for quite some time. When Altgeld Hall first opened, it housed the entire university. It was classroom, boardroom, library, gymnasium, administrative office building, and lecture hall. It housed chemical and physical laboratories, executive offices, a 1,200 seat auditorium , biology labs, a study hall, a museum, classrooms, a manual training shop, an independent water system, and finally a dynamo for light and power (wikipedia). In 1999, this building went under a five year renovation to update its structure from deterioration. Currently this building is served as a house for administrative purposes and technology teaching laboratories. Figure 5 (U of I) from Wikipedia In 1897, architects Nathan Clifford Ricker and James White completed the fourth edition to the castle-style buildings constructed under the order of Governor John Peter Altgeld (Wikipedia). This fourth Altgeld castle belongs to the University of Illinois in Urbana-Champaign. Although Altgeld preferred the Tudor-Gothic style of architecture, the castle at University of Illinois has more of a Romanesque style. (As seen in Figure 5) The reason this state school chose the Romanesque style was based on their weather conditions. This castle had many names and purposes. It was first known as the University Library, then the Law Building, and finally named Altgeld Hall. In 1998, an effort was under way to complete a major carillon for the 132 foot tall bell tower (Frisbie, 6). This building currently resides the mathematics department and mathematics library. Figure 6 (ISU) from Wikipedia The last of the five castles was to begin its construction during the panic of 1893. This building was to be constructed in the already existing campus of Illinois State University. Because of the scarce times, the construction was postponed. While this building was being postponed, two additional buildings were constructed. Then in 1955 the construction for the fifth castle began and the building was completed on September of 1956 (Marshall, 8). This building was made with Bedford limestone and was built to be fireproof. Since it was fireproof, this building became Illinois State Universitys library. This new building was named after the schools fourth president, Jesse Williston Cook. Cook Hall, was later turned into the schools gymnasium. This building is also known as the Old Castle, The Gymnasium, and Altgelds Folly (ISU). Currently, Cook Hall is home to the musical department and can be seen in figure 6. Altgeld wanted to unify the Illinois state schools in a distinct way. He encouraged each state school to build their first, or main, building in the Tudor-Gothic style. He believed this style demonstrated refinement as well as aesthetically pleasing to the viewers of these campuses. Altgeld buildings were an expression of the former governors determination that a first-class education be available to all state residents (Frisbie, 6) Since Altgeld helped sign the legislature to build most of these campuses, these state school on thought it right to name their buildings after Altgeld himself. Currently, almost all of these five structures are the oldest buildings on the state campuses. Out of the five state schools to host part of the Altgelds caste, three have, or currently, house the mathematics department. It seems only correct for the mathematics department to reside in the most historical and architecturally intricate buildings on the state campuses.

Gun Violence

There are many kind of violence in the world, and the most common and deadly is gun-related violence. Not surprisingly, gun violence is one of the major public concerns in the American society. Interestingly, gun violence is also most common in urban areas and it is in close conjunction with youth activity and gang violence. There are many violent crime related to guns and the presence of guns often would trigger many violent crimes. Since 1865, President Abraham Lincoln, President James Garfield, President William McKinley, and President John F. Kennedy were assassinated, and the gun violence for Americans has become quite common. Moreover, high profile gun violence incidents, such as the assassinations of Robert F. Kennedy, Martin Luther King, and more recently, the Columbine High School massacre, the Beltway sniper attacks, and the Virginia Tech massacre have also fueled debate over gun policies. According to the report, prevalence of homicide and violent crime is greatest in urba n areas of the United States. In metropolitan areas, the homicide rate in 2005 was 6. 1 per 100,000 compared with 3. in non-metropolitan counties (fbi. gov). In America, cities with populations greater than 250,000, the mean homicide rate was 12. 1 per 100,000 (fbi. gov), and the rates of gun-related homicides are greater in southern and western states. In America, to get a gun is somewhat easy. It is not expensive and there are many firearms available. According to the report, among juveniles, the minor under the age of 16, 17, or 18, serving in correctional facilities, 86% owned a gun at some time, and 66% acquiring their first gun by age 14 (fbi. ov). Juveniles most often acquire guns from family, friends, drug dealers, and street contacts. In inner city, youth cite â€Å"self-protection from enemies† as the top reason for carrying a gun. Moreover, the mind of youth is immature, and they usually be impetuous and easily given to passions or act on impulse and without due consideration. This is shown in statistics that most violent crimes related to guns were committed by the youths. Even though gun itself is neutral, we cannot deny the potential danger elated with guns. Guns are meant to protect the people, but it often used as a tool to commit violent crimes. Therefore, establishing the laws and the limitations to prevention the youth to touch guns is important. Also, families and schools should educate and guide our youths more carefully. Don’t let our society become more and more dangerous and give our offspring a safe living space by promoting stricter firearm controls and zero tolerance on youth gun possession. According to Flippo performance appraisal is the systematic, periodic and impartial rating of an employees excellence in matters pertaining to his present job and his potential for a better job.Beach has defined performance appraisal as the systematic evaluation of individual with regard to his/her performance on the job and his potential for development, Heyel observes â€Å"It is a process of evaluating the performance and qualifications of the employees of the employer in terms of the requirements of the job for which he is employed. For the purpose of administration including placements, selections for promotions, providing financial rewards and other actions which require differential treatment among the members of a group are distinguished from action affecting all members equally.The performance appraisal is the evaluation of present performance and future capabilities of an employee or group of employees. It is regarded as a process of estimating or judging the value, excellence, qualities or status of some object, or person. Performance appraisal is the part of all the other staffing process, namely recruitment, selection and placement. Performance appraisal is essential to understand and improve employees performance through HRD. In fact performance appraisal is the basis for HRD. It is a good mechanism to control people.Employees want to promotions, salary increments, and good work conditions and they would like to be placed in prestigious positions and would like to be transferred to places of their choice and like jobs giving them maximum satisfaction and so on. Therefore, employees get what they want, they should give what their superiors want. And performance appraisal is one mechanism to make sure that people at every level do things the way their superiors want them to do. Thus the superiors at every level strive for better writing of th eir own performance by assessing the performance of their subordinates and thus controlling their behavior.The success of an organization will therefore depend on its ability to measure accurately the performance of its members and use it objectively to optimize them as a virtual resource. At the every outset, it may be pointed out that the performance appraisal is a continuous function and not merely an issue of formal reports at particular point of time. Organization needs to measure employee performance to determine whether acceptable standards of performance are being maintained.The six primary criteria on which the value of performance may be assessed are quality, timeliness, cost effectiveness, need for supervision and interpersonal impact. If appraisals indicate that employees are not performing at acceptable levels step can be taken to simplify jobs, trains and motivate workers, or dismiss them depending upon the reasons for poor performance. EVALUTION OF PERFORMANCE APPRAIS AL. Employees appraisal techniques are said to have been used for the first time. During the first world war, when, at the instant of Walter Dill Scott, the US Army adopted the ‘Man-to- Man' rating system for evaluating military personnel.During the 1920-30 period, rational wage structures for hourly paid workers were adopted in industrial units. Under this system, the policy of giving grade wages increment on the basis of merit was accepted. These early employee plans were called merit rating programs, which continued to be so called up to the mid-fifties. By then, most of these plans were of the rating scale type, where emphasis was given to factors, degree and points in the early professional & managerial personnel, Since then, as a result of experiments and a great professional and managerial personnel.Since then, as a result of experiments and a great deal of study, the philosophy of performance appraisal has undergone tremendous changes. Consequently, a change has also t aken place in the terminology used. Now, the older phrase merit rating is largely restricted to the rating of hourly paid employees, and it is used frequently in developing criteria for salary adjustment, promotions, transfer etc. the later phrase, personnel appraisal, places emphasis on the development of the individual as and widely used to evaluate technical, professional and managerial personnel.Prof. Beach has provided a useful chart, showing the changes in the terminology of employee appraisal which have taken place since 1920. Although the interest in the use of performance appraisal has increased over the last thirty years, the practice of formally evaluating employees has existed for centuries. The performance appraisal system has undergone a lot of changes over the years as shown below: 1900; Subjective appraisals. 1940:Increased psychometric sophistication. 1950:Management by objectives (MBO). 1960:BARS. 1970-90:Hybrid system & approach.The appraisal of individuals in an employment has been labeled and described by experts over the years in different ways. Common descriptions include performance appraisal, merit rating, behavioral assessment, employee evaluation, personnel review, progress report, staff assessment, service rating and fitness report. Some personnel authorities use such concept interchangeably, while interpret some of these appraisal phrases differently. However the term performance appraisal or evaluation is most widely used. NEED / IMPORTANCE OF STUDY Performance Appraisal is a formal exercise in which an organization makes an evaluation in a documented form of its employees, in terms of contributions made towards achieving organizational objectives and or their personal strengths and weakness, and in terms of attributes and behaviors demonstrated for meeting whatever objectives the organization may consider relevant. ?Appraisals are judgments, trades and performances of employees. Performance Appraisal is an effective instrument fo r helping, people grow and develop in organizational settings.It could as an effective mechanism of continuing education learning from one another. ?Provide information about the performance ranks. PERFORMANCE APPRAISAL SYSTEM IN MAHINDRA & MAHINDRA FINANCE SERVICE LTD. In MAHINDRA & MAHINDRA FINANCE SERVICE LTD. the performance appraisal report is annual and is co-terminus with financial year, i. e. , 1st April, to the end of March next year. There is no need to write in duplicate. No Annual Appraisal Reports are required to be written by officers under suspension and on duty for less than two months during the reporting year. Where officers are transferred before the full period should write the appraisal reports for that part period straight away after obtaining the self assessment reports from the officers concerned and send the same to competent authority through proper channel.Reporting Officers who get relieved without writing AAR's are liable for disciplinary action. In case of death or non-availability of reporting officer for any acceptable reason, the AAR's can be written by the next higher authority straight away. Counter signing of the AAR's is normally done by the officer under whom the Reported officer works. In case of sudden illness, death retirement or for any acceptable reason, the counter signing officer or the Head of the Department is not available, AAR's can be signed by the incumbent at the time of receipt of AAR's by him.A self assessment Report in the proffering designed is obtained from the reported officer on the duties performed by him during the period under report within 15 days after the expiry of the reporting year for writing the AAR. If the Self Appraisal Report is not received, for any reason, the reporting officer may write the AAR duly recording the fact of non receipt of SAR. The acceptanc e or otherwise of the SAR should be endorsed in the column provided. The reasons for non acceptance should be recordedAdverse remarks, if any with, proper substantiation should be communicated to the Reported officer by the final counter signing authority. The Adverse remarks should be supported by specific instances. The format of AAR's for P&G services contains grading A,B,C, D & E indicating Outstanding, Very Good, Good, Satisfactory and Poor performance. Grading A,B & E are to be supported by justification along with recorded proof. Without such justification, the overall writing can be reduced to ‘C' grade by the counter signing officer duly recording that the grading is allotted as no justification is forth coming from the reporting officer.If the countersigning officer wants to award different grades, full justification with specific instances should be furnished by them. A time frame is set for performance of a given task keeping in view the mandatory nature of compliance under the service regulations, leave regulations etc. optimum time required for performance of the task and the periodicity of performance. The points earned on an average overall the relevant Performance Indicators in a month by an employee will be the GPA (Grade Point Average per month) and the performance of an employee is rated on the basis of CGPA (Cumulative Grade Point Average) obtained as an average of GPA earned over 12 months period. The scale adopted and weightage given in grading the performance of an employee in a given parameters is Scale GradeWeightage > 95% A4 points – Out standing 85% to 95%B3 points – Good 0% to 85% C2 points – Satisfactory < 75% Grade Point Average (GPA) = Total Grade Points (per month) No. of performance Indicators Cumulative GPA (CGPA) – Total of GPA 12 CGPA=A=4-Outstanding B = 3 to 4 -Good C = 2 to 3 -Satisfactory D = 1 to 2-Poor The Impact of AARs on Promotions in MAHINDRA & MAHINDRA FINANCE SERVICE LTD. In terms of regulation 9(B) (1) of APSEB SRs – part-Ill, the following criteria is adopted for fixing the merit in respect of Class-Ill and above Officers for promotions to higher categories. ) The total marks obtained in last five years AARs/CRs are added and divided by five to obtain the average marks. b) Where an employee has not put up five years of service in the category from which promotion is to be made and for purpose of considering his/her case for out of turn promotion if the average marks of the AARs/CRs earned by him/her in that category is 90% and above, the last AARs/CRs in the lower c ategory to make up the total pfperiod of five years shall also be taken in lo consideration. If the average marks of the five AARs/CRs earned is 90% and above, the only he/she shall be considered for out of turn promotion. ) Based on average marks so obtained, the grading is made as follows: Out of turn —- 90% & above In turn —- less than 90% Unfit —- not to be considered † provided that the â€Å"out of turn† grading shall be awarded only if two different reporting officers have written the last five years AARs and also that each of these reporting officers have awarded one out standing A – grade report†. d) Provided, further, that the candidate selected for promotion under the grading of ‘out of turn' shall not be assigned more than five ranks.These five ranks shall be assigned as indicated below. Probability samples are those based on simple random sampling, systematic sampling, etc. Non-probability samples are those based on convenience sampling, judgement sampling and quota sampling techniques. Books published by different agencies – 3. Other relevant books, magazines, periodicals and Journals etc. REVIEW OF LITERATURE Main Components of a Performance Appraisal System. The specific objectives of an Appraisal determine the components to be used in a performance appraisal system. Basically the following components are in use in Indian Organizations. 1. Key Performance Areas (KPAs):- For role clarity and key result areas (KRA's) for accountability. While KPAs stress what main functions the appraisal as an individual is expected to perform in the performance period, KRAs emphasis the accountability or the results the appraisal is expected to achieve in the performance period.However KPAs are to be preferred over KRAs as KOAs stress on what the appraiser should do and the effort he has to put in moreover, an identification of KPA's given and understanding of the nature, quality and level of performance expected of the time in which the tasks are expected to be completed. 2. Attributes/Qualities/Trait: – Attributes as a part of performance Appraisal help in reinforcing the behavior of qualities or competencies that are required or are to be developed by the executives.Most organizatio ns, however, realizing the extent of subjectively involved in trait based appraisals and recognizing the need to promote performance orientation rather than merely trait orientation have stated using a mixture of KPAs and attributes for assessment. 3. Self Appraisal: – Development or change takes place only if the appraise is interested in development or change. Self-appraisal is an opportunity for the appraise to recapitulate and list down the accomplishments and failures during the performance period. The most important part of self-appraisal is the process of review and reflection and through Performance appraisal.Such performance analysis should be done both by the appraise and appraiser separately and exchanged during review discussions. 4. Performance Analysis: – Performance Appraisal should be based on the performance planning dimensions. The work done or the performance during the year should be broken down into various KPAs/KRAs/tasks/targets. Performance unde r each of the above should be analyzed under the following headings. How is the actual performance with respect to the planned performances what factors contributes to the achievements from the point of view of the appraise, appraiser environment etc. 5.Performance Review Discussion or counseling: – A number of objectives can be achieved through performance review discussions which aims at making the appraiser and the appraise understand each other better by communicating the performance analysis of appraiser's performance. Performance Appraisal does not serve the purpose of developing employees unless an effective system of performance counseling in practiced in the organization performance counseling can be defined as the help provided by a manager to his subordinates in analyzing their performance and other job behaviors in order to increase their job effectiveness. . Performance Ratings: – One of the useful out comes of an appraisal is the ratings assigned at the e nd of the appraisal to the appraise. This practice distorts the main purpose of appraisals. In view of this, some organizations are seriously considering dropping rating as a part of the development oriented appraisal system and keep simple, short and confidential form separately for it. 7. Identification of training/development needs: – Appraisal provides a good opportunity to identify the developmental needs of an employer.Developmental needs should flow from performance analysis. A good potential appraisal system attempts to generate data about employees and their potential for occupying higher positions from a variety of sources, and helps the top management to make decisions about the suitable perso ns for given job. 11. Signature by the Appraiser: – Some organizations require the appraiser to sign the form after the review discussion is over and ratings are assigned.The intention is that the appraiser should know what is being stated about him and he should be given a chance to express his own views in case of negative marks. APPRAISERS; 360 Degree Performance Appraisal: The appraiser may be any person who has thorough knowledge about the job contents, contents to be appraised, standards of contents and who observes the employee while performing a job. The appraiser should be capable of determining what is more important and what is relatively less important.The appraiser should prepare reports and make judgments without bias. Typical appraisers are: supervisors, peers, subordinates, employees themselves, users of service and consultants. Performance appraisal by all these parties is called 360 degree performance appraisal. Supervisors: Supervisors include superiors of the employee, other superiors having knowledge about the work of the employee and department head. Peers: Peers appraisals may be reliable if the work group is stable over a reasonably long period of† time and performs tasks that require interaction.However, little research has been conducted to determine how peers establish standards for evaluating others for the over all effect of peer appraisal on the groups attitude. Subordinates: The concept of having superiors rated by subordinates is being used in most organizations. This method can be useful in organizational settings to provide the relationships between superiors and subordinates are cordial. Users of services: Employee performance in service organizations relating through behaviours, promptness, speed in doing the job and accuracy can be better judged by the customers or users of services.Consultants: Some times consultants may be engaged for appraisal when employers do not trust supervisor appraisals and management does not trust self appraisal, peer appraisals or subordinate appraisals. In this situation, consultants are trained and they observe the employee at work for a sufficiently long time for the purpose of appraisal. Process of Performance Appraisal Performance can be undertaken either on informal basis or on formal or systematic basis. Informal appraisals are conducted when ever the supervisor or personal managers feel it necessary.However, formal and systematic appraisals are conducted on a regular basis. The systematic performance appraisal process follows a set pattern and consists few Steps: Establishing Performance Standards Communicating the Standards Measuring actual performance Comparing the actual with the Standards Discussing the Appraisal Taking corrective action 1. Establishing Performance Standards The Appraisal process begins with the setting up of criteria to be used for appraising the performance of employee. The criteria is specified with the help of job analysis whic h reveals the contents of the job.The criteria should be discussed with the supervisors to ensure that all the relevant factors have be included. These standards should be indicated on the appraisal form. Appraisal form should be carefully designed and printed. Performance standards will depend upon the objectives of the appraisals. 2. Communicating the standards The standards set for performance should be communicated to all the employees. The standards set must be explained to the employees, so that they come to know what is expected of them. When the standards are made known to the employees, they will try to make their performance equal or above them. . Measuring actual performance Once the performance standards are specified and accepted, the next stage is the actual performance. This requires choosing the right technique of measurement, identifying the internal and external factors influencing performance and collecting and results achieved. Personal observations, written repo rts and face to face contacts are the means of collecting data and performance. 4. Comparing the actual with the standards Actual performance is compared with the predetermined performance standards. Such comparison will reveal the deviations. Deviations may be positive or negative.Positive deviations occur when the actual performance exceeds the standards. Negative deviations occur when the actual performance is less than the standards. 5. Discussing the appraisal The results of the appraisal are communicated to the employees and discussed with the employees. Such discussion will enable the employee to know his weakness and strengths. There fore employee will be motivated to improve themselves. 6. Taking corrective action Appraisal process will be useful only when corrective action is taken on the basis of reports. Corrective action may be in the form of advice, council or warning.It may also be in the form of additional training, refresher courses, delegation of more authority, sp ecial assignment and coaching, etc. these actions will be useful in helping employees to improve their performance in future. If the actual performance is very poor and behind the scope of improvement, it may be necessary to take steps for demotion or retrenchment or any other suitable measure. Methods and technique of Performance Appraiser The Performance Appraiser methods differ in the approach for the following reasons. ?Firstly, they differ in the resources of traits or qualified to be appraisal. Secondly, they differ because of the different kinds of worked who are being rated. ?Thirdly, the variations may be caused by the degree of precision attempted in an evaluation, ?Finally, they may differ because of the methods used to obtain weightings for various traits. One of the disadvantages of the system is that it permits similar total scores for two or more individuals. But it is a similar method of separating the most efficient form of the least efficient. MAN TO MAN COMPARISION METHOD: By this method, certain factors are selected for the purpose of analysis (such as leadership, dependability and initiatives) and a scale is designed by the rates for each factor, and personnel are compared to the ‘key man' in respect to the factor of a given lime.But it is not of much use because the designing of scale is a complicated task. GRADING METHOD: Under third system, the rater considers certain features and marks them, according to a scale they may be: A—Outstanding; B– very good; C— good or coverage; D—-Fair; E —poor; The actual performance of an employee is then compared with these grade definitions, and he is allotted the grace which best describes his performance. GRAPHIC RATING METHOD: These methods assess the degree of certain qualified required for the job such as industriousness, reliability and dependability.The degree usually, measure on a scale that can vary from 3 points (good, coverage and poor) to several points. When rating and objectively given, they provide useful feedback. But a serious drawback is that the rating is generally subjective. FORCED CHOICE DESCRIPTION METHOD: The forced choice method from contains a series of groups of statements, and the rater checks how effectively the statements describes each individuals being evaluated The use of this method calls for minimum subjective judgment nd objective reporting, but at the each time, the results of evaluation do not prove useful for counseling and training purpose because the rater is ignorant of evaluating the individuals. FORCED DISTRBUTION METHOD: In this method the rater is forced to distribute his subordinates into performance categories such as outstanding good poor etc. Everyone cannot be given average or good rating. Hence some percentage of the subordinates is rated better then the others. This-method is useful for rating a large number of employers.CHECK LIST: Under this method, the rater does not evaluate employee's performance, he supplies report about it and the personnel department does the final rating. A series of questions are presented concerning on employee to his behavior and the rater the checks to indicate if the answer to a question about and employee is positive or negative. This method suffers from bias on the part of the rater. FREE EASSY METHOD: In this method the supervisor makes a free form, open – ended appraisal of employees in his own words.The description is always a factual and concrete as possible. An essay can provide a good deal of information. However no attempt is made to evaluate an employee in a quantitative manner. CRITICAL INCIDENT METHOD: Und er this method work performance is measured in terms of certain events or episodes shall occur in the performance of the rater job. This method provides objectives basis for conducting a discussion of individual performance. How ever, negative incidents are generally more noticeable than positive ones. GROUP APPRAISAL METHOD:Under this method, employees are rated by an appraisal group, consisting of their supervisor and there are four other supervisors who have same knowledge on this performance. The advantage of this method is thorough, very simple and is divide of any bias, of it number multiple judges. But it is very time consuming. FIELD REVIEW METHOD: Under this method, a trainer employee from the personnel department interviews line supervisor and is required to give his opinion about the progress of the subordinates. This system is useful for a large organization.The man defect is that helps two management representatives busy with the appraisal. MODERN METHODS OF APPRAISAL: These methods place more emphasis on the evaluation of work of job achievements that in personality traits. Result oriented appraisals tend to be more objective and worthwhile, especially for counseling and development purposes. APPRAISAL BY RESULTS OR MANAGEMENT BY OBJECTIVES (MBO): MBO differs significantly from the traditional approach for it shifts the emphasis from appraisal to analysis; the subordinate is no longer examined by his strength and potential.Thus he assumed the role of and ‘active agent' rather than a ‘passive agent1. But the major problems that company's face in implementing MBO is in defining objectives. In the same organization, the purpose of the worker is different from that of management. ASSESSMENT CENTER METHOD: In this method, the organization develops its own internal reoccurred for the continuous assessment of its members for the recruitment of new members the purpose of this method is to test candidates in a social situations, using a number assessors and a variety of procedures the most important features of the assessment center is job related simulations.These simulations involve characteristics that managers feel are important to the job success. Assessments are made to determine employer potential for purposes of promotion. Assessment center ratings are said to be strongly influenced by the participants inter personal skills. Judges tend to evaluate the quality of the individuals social skills rather than quality of the decisions themselves. HUMAN ASSET METHODS: This method refers to activity devoted to attaching money estimates to the value of a firm's internal human organization and its external customer goodwill.The current value of the firm's human organization can be appraisal by developed procedures, by understanding periodic measurements of â€Å"by casual† and intervening enterprise variables. The â€Å"by casual† variables include the structure of organizations management policies, business leadership, strategies, skills of behavior. The â€Å"intervening† variables reflect the internal state and health of an organization. This method is not yet popular. BEHAVIOURALLY ANCHORED RATING SCALES (BARS): This technique, which has been recently developed, provides a more equitable appraisal as compared to other techniques.In this method, persons with knowledge of the job lo be appraised are asked to describe critical incidents of effective performance behavior. A second group is asked to rate the behavior described in the incident. Subjects to incidents arc used as â€Å"behaviors anchors† for the performance dimensions. The main advantages of this method are that experts do this, and hence the results are sufficiently accurate the use of critical incidents may be useful in providing feedback to the people being appraised. PROBLEMS OF PERFORMANCE APPRAISAL.The ideal approach to performance evaluation is that in which the evaluator is free biases, pre judicious. This is objective, it minimize the potential capricious and dysfunctional behaviors of the evaluator which may be detrimental to the achievement of the organizational goals. However, a single foolproof evaluation method is not available. Inequalities in evaluation often destroy the usefulness of the performance system resulting in accurate and invalid appraisals, which are unfair too. There are many significant factors, which deter or impede objective evaluation. HALO EFFECTIt is a tendency to let the assessment of an individual one-trait influences the valuation of that person on other specific trait. There is this effect in appraisal when the appraiser assigns the same rating to all traits regardless of an employee's actual performance on these traits. The â€Å"Halo effect† refers to be tendency to rate an individual consistently high or low or average on the various traits, depending upon whether the rater's overall impression of the individual is favorable or not this me ans that the halo effect allows one characteristic, observation or occurrence to influence the rating of all performance factors.The halo effect arises when the traits are unfamiliar; it defined and involves personal relations. This often occurs when an employee tends to be more contentions and dependable, that the appraiser might become biased towards that individual to the extent that the appraiser rates him high on many desirable attributes; or when the employee is more friendly or unfriendly employee towards the appraiser. In such cases, a very high role may be given to an unfriendly employee so that he may be by passed even though he is very capable one. LENIENCY/STRICTNESS TENDENCY:Every evaluator has his own value system, which acts as a standard against which he makes his appraisals. Relative to the true or actual performance an individual exhibits, some supervisors have a Tendency to be liberal in their ratings, i. e. , they consistently assign high values to their employee s, while at other times they may have a tendency to assign consistently low ratings. The former tendency is know as â€Å"positive leniency error†, while the latter in lenient in his appraisal, an individual performance becomes overstated, i. e. , rated higher than it actually should be.Similarly, under the negative tendency, performance is understated, than what is should. Both these trends usually arise from varying standards of performance observer by supervisors and form different interpretations of what they evaluate in employee performance. The tendency can be avoided by holding meetings or training sessions for raters so that they may understand what is required of them in rating. SIMILARITY ERROR This type of error occurs when the evaluator rates other people in the same way he has perceived himself. For example the evaluator, who peruses himself s aggressive, may evaluate others by looking for aggressiveness. MICELLANEOUS BIASES Bias against employees on ground of Se x, Religion and Caste position is also a common error in rating. For example a higher rating may be assigned to a senior employee. The rater may be influenced and give higher ratings to those holding higher positions. Besides this, there may be opportunity bias, group characteristic bias and knowledge of predictor bias. Analysis And Interpration The techniques of analysis are based on the response received from the employees.The sample consists 50 employees randomly selected from various departments.
